Mission 

Our mission is to support and defend the Constitution of the United States, and the State of Florida, to inculcate loyalty and allegiance to the United States of America; to promote and foster the impartial enforcement of law and order, to improve the individual proficiency of our members in the performance of their duties, to encourage social, charitable, educational activities among all law enforcement officers, to advocate and strive for uniform application of the Civil Service and merit system for all law enforcement officers, to create a tradition of esprit de corps insuring fidelity to duty under all conditions and circumstances, to cultivate a spirit of fraternalism and mutual helpfulness among our membership and the people we serve; to increase the efficiency of the police profession and thus more firmly establish the confidence of the public in the service that is dedicated to the protection of life and property.

Ronald S. Faircloth

President

Having worked as a Deputy Sheriff for over thirty years with the St. Johns County Sheriff’s Office, Ron has been assigned to several units during his tenure such as Financial Crimes, Property Crimes, and COPS Unit.  Ron has served much of his career on patrol as a Sergeant and recently assigned to Beach Patrol.   Ron has been a member of FOP since 2009 and assumed the role of President with Lodge #113 after the retirement of the Immediate Past President, Christopher Acosta, in December 2015.   

Chris Acosta

Past President

St. Augustine Native, Christopher Acosta served in the Florida Army National Guard where he served for 30 years, retiring in 2019.  Chris also served locally as he worked as a Deputy Sheriff with St. Johns Sheriff’s Office  retired in 2017 as a Lieutenant assigned to the Patrol Division after over 25 years of service.  

Chris joined the Fraternal Order of Police St. Johns County Lodge #113 in October 1992, and became president in 1995 until his retirement in 2015.

Chris holds a Bachelor of Science from Troy University (May 2002) in Criminal Justice.

Lynne Catoggio

Vice President

Lynne began working in criminal justice in 1986 in Crime Trend Analysis, before continuing into Corrections and Law Enforcement, where she served as a Deputy Sheriff for over 26 years.  Lynne has a Masters Degree in Criminal Justice from Troy University and a Bachelor of Science in Criminal Justice from Northern Michigan University.  In 2017, Lynne joined Lodge #113 as the 2nd Vice President, where she provides oversight and coordination for membership, media, use of facility and training.   She continued serving as the Vice President since February 2022.  Having worked in the criminal justice field for over 32 years, Lynne retired in March 2020, as a Deputy Sheriff from St. Johns County Sheriff’s Office.

Frank Kirbyson

Treasurer

As a Vietnam Veteran, Frank Kirbyson served as a Munitions Specialist in the United States Air Force.  His law enforcement career has taken him across the country as he began working as a patrolman in Newport News, VA, before moving on to what is now known as CSX Transportation Police Department.  His assignments with CSX included a Patrolman in Philadelphia, PA, then moving on to Chicago, IL, where he was a Special Agent and was promoted to Lieutenant.  Frank accepted a transfer to Jacksonville, FL, as the Superintendent of Police, leading the Major Cargo Theft Unit.  Frank was promoted to Deputy Chief of Police and was responsible for the police divisions in 23 states, where he served for nine years before retiring in 2016. 

Frank has served on prior Boards of Directors to include the Florida Commercial Vehicle and Cargo Theft Task Force and as the President of the CSXT Chicago Special Agents and Police Association.

Frank became the Treasurer for FOP #113 in May 2022, after having been a Lodge Member since 2005. 

Rachel Soles

Secretary

Rachel joined the FOP Board of Directors in February 2024, after having been a member of Lodge #113 since 2017.  With over 10 years of experience as a law enforcement officer, Rachel currently serves with the St. Johns County Sheriff’s Office assigned to Road Patrol. She has been assigned to investigations and has served as Field Training Officer. 

As secretary for Lodge #113, Rachel maintains the membership roster for State and National and handles all Lodge correspondence.

Dennis Fernandez

Inner guard

Dennis joined the Board of Directors in October 2022 as the Inner Guard after having been a member of FOP #113 since February 2018.  Dennis is a retired Deputy Sheriff with the St. Johns County Sheriff’s Office where he served for 30 years.

Tommy Marmo

Chaplain

As a member of the Fraternal Order of Police Lodge #113, since October 2018, Tommy Marmo is an ordained minister and has served as our Chaplain since 2024.  Tommy serves our community as a Lieutenant with the St. Johns County Sheriff’s Office and is assigned to the Patrol Division.

Russ Neville






RANGEmaster

Russ Neville has been a member of the St. Johns County Lodge #113 since September 2016, and stepped in to serve as Rangemaster in June 2023.
